About the Role
Vion Consultants, Inc. is in search of a passionate Project Manager to support one of our clients in Baltimore, Maryland. The candidate shall be required to support the full range of systems development, maintenance, migration, and enhancement requests to support mission critical and non-mission critical business applications including, but not limit to financial applications and other projects.

Responsibilities
Plan and/or manage new projects as assigned by the TO Manager which were previously determined to have no conflict of interest.
Plan, coordinate and/or attend internal MDTA meetings as requested.
Accomplish project objectives, define project scope, manage stakeholder expectations and supervise the project team.
Assign work tasks collaboratively to the project team and monitor their progress.
Keep the project on track in terms of tasks, schedule, and budget.
Identify and address any issues or risks proactively.
Develop and maintain a project management plan for all assigned projects.
Develop and maintain Work Breakdown Structures (WBS) on assigned project activities using Microsoft Project or other industry-standard tools and proficiency with MS Project System Administration.
Manage any collaborative project workspace environment including shared drives for the project and any updates to the workspace
Record and organize in the project workspace and/or designated shared drives, all project documents/artifacts.
Prepare monthly project status report for MDOT and MDTA project stakeholders.
Manage change control, issues escalation and resolution, schedule, costs, resources and stakeholders as defined in the project management plan.
Review deliverables by the project development team/contractor for completeness, adherence to standards and contract requirements.
Work closely with functional managers to resolve team members’ workload conflicts.
Ensure appropriate product-related training and documentation are developed and made available to customers.
Manage validation of functional requirements.
Manage the development of systems documentation.
Ensure that all deliverables identified in the approved project plan are completed.
Provide accurate and timely reporting on the project’s status and progress.
Conduct lessons learned sessions as assigned by the TO Manager.
Adhere to all MDOT and MDTA internal policies governing telephone, internet and email, change management, documentation, maintenance, privacy and security, testing, training, disaster recovery, and data for all work performed under this TORFP.
Construct, update, and/or supervise the creation of any project artifact necessary for the delivery of the project and to meet State SDLC requirements.
Develop or participate in the development of TORFPs, RFRs, and RFPs, as well as coordinate the corresponding procurement process. Please Note: Pursuant to Maryland State Code (COMAR) 15-508, the TO Contractor and all subcontractors will be excluded from bidding on these procurements.
Become thoroughly knowledgeable on all aspects of the project assigned.
Implement organizational change management that includes a holistic approach and a process for leading the Department and its people through the planned changes from the project
Create and manage updating the Risk Management Plan (RMP) and Risk Registry.
Develop, document, implement escalation and resolution processes for the project, and communicate the process to all stakeholders.
Ensure project governance and control are followed according to the Project Management Plan including:
Ensure that the Project Team will collect, organize, store, and manage project documents in a central repository.
Minimum Qualification
Project Management Professional Certificate (PMP®) or industry equivalent like Certified Scrum Master (CSM) or PMI-ACP (Agile Certified Practitioner)
Preferred Experience
At least five (5) years of experience in the following areas: Software Development Life Cycle, Configuration Management, Risk Management, Communication Management, Building and Managing Project Teams, Scheduling (WBS/Level of Estimate), Earned Value, Change Management.
Possess expertise in at least four (4) of the following types of systems: Asset Management, Budget Systems, Document Management Systems, Financial Systems, Human Resource Systems, Infrastructure Support, Maintenance Management, Management Reporting, Procurement Systems, Project/Program/Portfolio Management Systems, Business Process Improvement.
Prior experience leading efforts where SDLC, Waterfall, Agile, and Hybrid methodologies were employed in System Design (e.g. system personalization/customization)
Excellent contract management, coordination and organizational skills
